Framework Approved For Security Interests Over Movable Assets
With the express aim of promoting and simplifying the granting of credit to companies and consumers, Decree-Law No. 48/2020, of 30 April 2020, approved the general legal framework for the creation of security interests over moveable assets and for the Movable Security Interests Registry (“Registo de Garantias Mobiliárias” – “RGM”).

COVID-19: Extension of State of Emergency for Island of Santiago
By means of Presidential Decree No. 9/2020 and Decree-Law No. 51/2020, both dated 14 May 2020, the state of emergency for the island of Santiago, including the capital city of Praia, was regulated and extended until 29 May.

Tax Changes Approved
Important changes to various tax laws were recently enacted through Law No. 86/IX/2020, of 28 April 2020. The changes aim mainly at strengthening transparency, fight tax evasion and avoidance and the efficiency of the tax administration. Some of the measures follow international commitments accepted by Cape Verde, including with the European Union. The new law came into force on 29 April 2020.

COVID-19: Extension of State of Emergency for Santiago and Boavista Islands
The state of emergency was extended until 14 May for Santiago and Boavista Islands through Presidential Decree No. 8/2020, of 2 May 2020, with the renewal for these islands of the temporary exceptional measures in force since 28 March, through Decree-Law No. 49/2020, of the same date.

Covid-19: Measures Implemented Under Declaration of State of Emergency
This week, the government approved several statutes following the declaration of the state of emergency in the country. Among others, the following statutes were approved: (i) Decree-Law No. 36/2020, of 28 March 2020, which regulates the declaration of the state of emergency; (ii) Decree-Law No. 37/2020, of 31 March 2020, which establishes exceptional measures in respect of social security and taxation; and (iii) Decree-Law No. 38/2020, of 31 March 2020, which establishes exceptional measures for credit protection and a special regime of personal guarantees of the State.

COVID-19: Declaration of State of Emergency
A state of emergency has been declared in Cape Verde by means of Presidential Decree No. 6/2020, of 28 March 2020, in virtue of the situation of public calamity resulting from the COVID-19 disease. The state of emergency has been declared for a period of 20 (twenty) days, commencing at 00:00 a.m. on 29 March 2020 and ending at 12:00 p.m. on 17 April, although this may be extended.
