Following the publication of Joint Order No. 61/2021, and Order No. 62/2021, both of 30 December 2021, the Government of Cape Verde approved the set of rules needed to implement Law No. 30/IX/2018, of 23 April 2018. This Law enacted the differentiated status of second-residence owners in Cape Verde, through the issuance of the so-called “Green Card”, which grants foreigners the right to permanent residence in the country under certain circumstances.
Joint Order No. 61/2021 established the regime covering fees due for the issuance, replacement, family reunification and delivery of the Green Card, and defined the model of the relevant application form. By means of Order No. 62/2021 the model of the Green Card was approved, as a title of permanent residence, as well as the respective security requirements.
With the entry into force of both Orders, it is now possible to apply to the National Directorate of Foreigners and Borders (“DEF”) for a residence permit through the Green Card status.
