By means of Bank of Portugal Instruction No. 9/2017, of 3 July 2017, the Bank of Portugal regulated the opening of bank accounts through digital channels (online and mobile), without the client’s physical presence, provided that identification details are confirmed by videoconference.

The Instruction also determined technical requirements relating to alternative identification procedures for opening an account, as well as for other business relationships, by means of digital channels.

The Instruction entered into force on the day after its publication.
