STATE FINANCIAL ADMINISTRATION CONTROL SYSTEM (SICAF)

Law No. 107/VIII/2016, of 28 January 2016, established the governing principles and rules for the State’s Financial Administration Control System (“SICAF”). The SICAF comprises a number of public entities whose aim is to ensure that the financial control of the State is carried out in an articulated and coordinated fashion. Making up the System are: the Bank of Cape Verde, the Criminal Investigation Police, the National Directorate of Budget and Public Accounting, the National Directorate of State Revenue, the General Directorate of Public Administration, the Financial Information Unit, and the Local and Territorial Inspection Unit.

 

Besides the duty of cooperation, said entities, which are responsible for controlling and monitoring public administration, also have a duty to inform the competent administrative entities of any facts, discovered or observed during their activity, which breach the rules of budgetary, economic, financial and asset management, and which may constitute a contravention or criminal infraction and be subject to financial liability.

 

The statute entered into force on the day after its publication in the Official Gazette.
