The Angolan State Budget for 2019 was enacted by means of Law No. 18/18, of 28 December 2018 (“State Budget Law”).
The State Budget Law authorizes the President to amend tax and customs legislation, namely the Investment Income Tax and Stamp Duty Codes, as well as the Customs Code.
The State Budget Law also sets forth a special scheme for voluntary settlement of tax, customs and social security debts in respect of facts that occurred up to 31 December 2017, which includes a pardon of interest, fines and court fees. Applications to enter this exceptional scheme must be made by 30 June 2019.
The 10% Special Contribution on transfers of funds under the so-called Technical Management and Assistance Agreements has been maintained for 2019.
The State Budget Law entered into force on 1 January 2019.
