Executive Decree No. 12/26, of 14 January 2026, recently approved the Regulation on the Granting of the Professional Training Allowance, which establishes the rules, procedures, and criteria applicable to financial support granted to trainees enrolled in Initial Professional Training programs provided by public vocational training centers under INEFOP. It shall enter into force on the date of its publication, 14 January 2026, repealing all legislation that contradicts its provisions.

It clarifies the responsibilities of INEFOP, training institutions and provincial services, defines the rights and duties of beneficiaries, and sets out eligibility requirements. The maximum allowance is set at AOA 50,000, which may be replaced with equivalent logistical support depending on course characteristics and available funding.
