Companies doing business in the Angolan oil sector which have entered into a Program Contract must submit the 2017 Human Resources Development Plan to the Ministry of Petroleum by 31 October 2016. This requirement is mandated by Article 7 of the Training Decree-Law, approved by Decree-Law No. 17/09, of 26 June 2009.
Pursuant to the Ministry of Petroleum’s interpretation, oil services companies without a Program Contract must also submit the Human Resources Development Plan, so as to continue to be eligible to secure work visas under the in-country procedure in force.
The Plan must be prepared using the recently updated official forms as approved by the Ministry of Petroleum, cover the national and expatriate personnel’s recruitment and training objectives, and also the goals for the nationalization of workforce for 2017.
