Legislative Decree No. 8/2018, of 28 November 2018, established the legal regime for the provision of services of payment and of the issuance, distribution and reimbursement of electronic money.

The statute establishes, among other things: the rules of transparency and information requirements that govern said services; time frames for the execution of a number of payment operations; liability for any failure by those involved in the chain of payment; the right to reimbursement of the user of payment services for non-authorized operations and the  respective conditions; and access to effective and adequate extrajudicial means to settle disputes whose value is less than that of a case in a Court of First Instance.
