New Guidelines to Enhance Sustainability in the National Financial System
In order to promote greater stability in Angola’s financial system, the National Bank of Angola (BNA), acting in its capacity as supervisory authority, has recently approved a new set of regulations for Banking Financial Institutions.
- Circular Letter No. 03/2025, of 17 December 2025, published the “Guide to Standardizing Criteria for Identifying Critical Functions and Strategic Business Lines” (“Guia de Padronização de Critérios para a Identificação das Funções Críticas e Linhas de Negócio Estratégicas”) which sets out essential principles and guidelines aimed at strengthening financial institutions’ ability to respond effectively in this domain.
- Circular Letter No. 04/2025, of 18 December 2025, published the “Guidelines for Implementing Principle III – Leveraging Partnerships to Deepen Understanding of Sustainability Issues and Practices” (“Guia de Implementação do Princípio III - Alavancar Parcerias para Aprofundar a Compreensão das Questões e Práticas de Sustentabilidade”), encouraging financial institutions to establish strategic partnerships - both domestically and internationally - to foster cooperation, share knowledge, and adopt practices aligned with corporate responsibility.
Both instruments came into force on their respective dates of publication.
