Almost one year since the publication of the Legal Framework on Local Content in the Petroleum Industry (Presidential Decree No. 271/20, of 20 October 2020), which completely changed the paradigm of procurement of goods and services for the petroleum industry in Angola, last week the lists of goods and services falling under the Exclusivity and Preference Regimes have been approved by the National Agency for Petroleum, Gas and Biofuels (Agência Nacional do Petróleo, Gás e Biocombustíveis, “ANPG”).

ANPG also published an Instructions Manual detailing the registration and certification procedure applicable to goods and service providers (local and foreign). Only goods and service providers enrolled in the platform available at ANPG’s website are eligible to bid for the provision of goods and services in the Angolan oil and gas industry.
