Limits to Foreign Exchange Operations for the Importation of Goods

Pursuant to Order 5/2018, of 17 July 2018, which provides the Rules and Procedures Applicable to Foreign Exchange Operations for the Importation and Exportation of Goods, the National Bank of Angola established, through Instruction 18/2019, of 25 October 2019, the limits for foreign exchange operations related to the importation of goods. The limits are as follows:


a. Advance payments or down payments – Up to USD 50,000 per operation, with no annual ceilings. For advance payments or down payments of a greater amount which are not covered by a documentary credit, an irrevocable performance bank guarantee of equal value must be demanded, to be provided by a foreign bank that is recognized by the importer's Banking Financial Institution;
b. Documentary remittances – Up to USD 200,000.00 per transaction, with no annual ceilings;
c. Documentary collections – Unlimited use;
d. Documentary credits for importation – Unlimited use; they must be opened in accordance with the rules of UCP 600. Advance payments of up to 10% of the total amount of the operation are permitted.


The Instruction also established that Banking Financial Institutions must ensure compliance with the requirements of Notice 5/2018, specifying some of those requirements.
 
Instruction 18/2019 entered into force on 25 October 2019, repealing Instruction 9/18, of 2 July 2018.
