Companies pertaining to the petroleum industry and companies that provide services and goods to this sector must submit to the Ministry of Mineral Resources, Petroleum and Gas (“MIREMPET”), until 31 October, the Human Resources Development Plan (“HRDP”) for 2023, as per Article 13 of the Legal Framework on Local Content in the Petroleum Industry, approved by Presidential Decree No. 271/20, of 20 October 2020.
 
The HRDP is aimed at establishing the objectives for the recruitment and training of national and foreign personnel, as well as the targets for the Angolanization of workforce for 2023. The HRDP must be directly filed with MIREMPET through its online platform called “SIASP”.
