COUNCIL OF MINISTERS ADOPTS TWO NEW ORDINANCES ON HEALTH INSURANCE AND INDUSTRIAL ACTIVITIES

The Council of Ministers met recently, and adopted several legal instruments of potential interest to investors, notably an Ordinance amending the Mandatory Health Insurance Scheme and an Ordinance regulating industrial activities in Gabon. In accordance with the press release issued following the Council of Ministers, the first Ordinance would substantially amend the erstwhile legal framework on Health Insurance registration, coverage, contribution and payment mechanisms, and the structure of the National Health Insurance and Social Welfare Fund (Caisse Nationale d’Assurance Maladie et de Garantie Sociale - CNAMGS).

The Ordinance on industrial activities would establish the legal framework for the conduct and supervision of industrial operations, the management of industrial zones, the application of tax and customs exemptions, as well as penalties for failure to comply.

Both Ordinances are not yet publically available and will need to be subsequently published in the Official Gazette to be enforceable in Gabon.
