The Bank of Mozambique approved the Climate Risk Management Guidelines, by means of Notice no. 46/GBM/2025, of 21 October. The referenced Notice aims to ensure that financial institutions (banks, financial entities and others) incorporate robust mechanisms to identify, measure, control and mitigate physical climate risks (e.g. extreme events, gradual climate change) and/or transition risks (e.g. regulatory, technological and political changes).
The main requirements set forth in the Notice are as follows:
- The integration of climate risks into risk management programs;
- The implementation of governance and internal control structures, with clear definition of responsibilities and lines of defense;
- The preparation of annual climate risk mitigation plans, as well as the periodic performance of stress tests and risk scenarios;
- The disclosure, in institutional reports, of information on climate risks, including indicators, metrics, and targets.
The Notice also reinforces the need for adequate training of those responsible for climate risk management and for mandatory independent assessments on resilience to adverse climate events.
The Notice enters into force on 20 April 2026.
