Angola amends General Electricity Law to expand Private Sector Participation

The reform reflects Angola's strategic objectives to foster economic development, support regional energy integration in Southern and Central Africa, and promote efficient and competitive energy markets. To this end, Law No. 6/25, of 23 July 2025, introduces significant amendments to Angola’s General Electricity Law (Law No. 14-A/96, of 31 May 1996), aiming to promote private sector involvement and enhance the regulatory framework in the Electricity Sector.

In terms of key amendments, one of the most impactful changes is the removal of the public monopoly in the electricity transmission sector, with the opening of the Transmission Sector to Private Participation. Public service concessions may now be granted to public or private legal entities, also in line with the Law on the Delimitation of Economic Activities (Law No. 25/21, of 18 October 2021) and with a view to promote private investment in the expansion and modernization of Angola’s National Electricity Transmission Network and promote cross-border interconnections.

The amendments introduced also reinforce competition in production, transmission, distribution, and commercialization activities, and encourage private initiative, efficient energy use, and fair tariff structures., subject to future specific regulations by the Executive.

A new provision formally integrates the National Dispatch System into the management of the Public Electricity System, also determining that the managing entity must operate independently and impartially, especially in relation to concessionaires involved in electricity transmission, ensuring a level playing field for all operators.

The amendments now introduced liberalize a formerly closed segment of the energy sector, creating new opportunities for investment in transmission infrastructure, especially for independent power producers (IPPs) seeking grid access. Additional regulatory instruments will be needed to detail the conditions and procedures for awarding concessions and ensuring effective oversight.

Law No. 6/25 revokes any prior legislation contrary to its terms and mandates the full republication of the General Electricity Law, consolidating all amendments, and came into effect on 25 July 2025, the day following its publication.
